SERVICE activities:

Ensure compliance with National, corporate, and affiliate applicable laws and regulations
- Keep track of changes in HSE regulations and plans for new regulations.
- Validate requests submitted for concession/exemption from application of reference procedures Operational Responsibility.
- Define and communicate to all personnel the HSE policy and objectives, ensuring that HSE policy and documents (directives, rules, specifications, procedures) are properly understood and enforced.
- Ensure compliance of HSE policy with national, corporate and affiliate laws and regulations.
- Ensure HSE coordination with the operative disciplines and their representatives in the affiliates and HQ.
- Organise/attend/chair HSE committee meetings and HSE meetings, ensuring that actions and decisions are recorded and implemented.
- Advise management on ways and means of identifying and minimising risks, and the impact of activities, especially for simultaneous operations or in downgraded situations; to verify and follow
up delivery of the appropriate authorisations needed for conducting operations. Risk Evaluation and Management
- Manage and organise risk analysis methodologies to be implemented and the risk acceptance criteria.
- Prepare, direct or participate in HSE studies and risk assessments undertaken for the design of installations and the execution of operations.
- Produce/validate studies performed prior to start-up of activities for safety cases aimed at obtaining authorisations.
- Participate in HAZOP studies and project technical reviews, and to monitor, follow up and assess agreed recommendations and ensure their implementation.
- Initiate and implement JSA and risk analysis on construction sites, including environmental
issues. Respect for the Environment
- Ensure that EBS (Environmental Baseline Study) and EIA (Environment Impact Assessment) are available.
- Implement and monitor the environmental management plan, including the waste management plan. Safeguarding of Health

- Ensure that occupational health hazards have been identified; to organise relevant medical audits; to ensure that personnel are fit for their jobs.
- Set up a system ensuring that every hazardous substance, product or material is clearly identified and quantified, and that storage and handling requirements are clearly described.
- Make sure, in liaison with the medical services, that medical and first-aid materials and equipment are available on the sites.
- Ensure that the policy governing personnel protective equipment (PPE) is clearly defined and implemented.
- Define with management the driving policy and ensure that all personnel adhere to it.
Contractors and Suppliers
- Prepare the contractors’ HSE technical and contractual requirements.
- Analyse contractors’ proposals in terms of HSE and risks linked to construction methods.
- Ensure that HSE manuals and plans are in accordance with contractual requirements; to prepare
and implement bridging documents as needed.
- Monitor contractors’ activities to confirm their compliance with the HSE requirements of the contract.
- Ensure that contractors’ reporting is in line with contractual requirements. Personnel Competency and Training
- Define, supervise, and manage a HSE training plan for the whole project/entity team.
- Keep track of training sessions conducted.
- Ensure that dedicated and mandatory HSE training programs are set up for personnel with specific HSE responsibilities. Emergency Preparedness
- Set up, for each identified situation, specific emergency procedures or plans (emergency response plans).
- Advise general management with regard to implementation of contingency and crisis plans.
- Organise preparedness for emergency situations through training and drills; to implement training for crisis management.
- Contribute to defining and procuring all the specific HSE prevention and intervention materials and equipment, and to check on their availability and maintenance. Incident Analysis
- Take part in/supervise incident, accident and high potential near-miss investigations and analysis.
- Contribute to the affiliate reporting system, and/or set up and operate a project system for reporting and analysing anomalies, incidents and accidents as per company rules.
- Ensure that any incident or anomaly (unsafe act/situation) is immediately reported and analysed. Audits and Inspections
- Set up and implement HSE audit plans.
- Monitor action plans and make sure that they are properly implemented.
- Take part in/organise audits of installations and operations, checking on their compliance to reference documents.
- Provide input as required to corporate audits and MAESTRO reviews. Performance Improvement
- Organise communication on HSE, reporting and giving feedback to HQ and within the entity.
- Ensure follow-up of HSE performances and necessary benchmarking.
- Follow up and ensure execution of actions required after incidents, accidents, audits and inspections.
- Define and monitor key performance indicators (leading and lagging) for each site.
- Carry out any other duties or tasks that may be assigned by his hierarchical superior Construction
- To review key contractor construction management procedures to ensure logical process flow and logical interface with engineering, procurement, installation and commissioning.
- To ensure that the contractor develops and implements suitable corrective action programs when deficiencies arise during construction.

- Fluency in English (speaking and writing) and good knowledge in French with good

Expérience

- Professional experience: HSE positions in construction and/or operation (Surface operations –
Drilling – Construction) in Head Office or Affiliate, 10 years minimum.
